The purpose of the tool is to build a picture, using both qualitative and quantitative factors, of the size of population that any given clinical service should be provided, or commissioned, for.
Historic approaches have taken the number of expected interventions in the patient group to be the essential factor considered. However, effective planning of services is reliant on the knowledge and understanding of a wider range of issues, including clinical complexity, the need for local patient access, financial risk and workforce planning.
The strength of the tool is that it enables a direct comparison, using a uniform assessment of factors, across a range of services. Therefore providing an opportunity to assess the patterns for provision in a consistent way.

Whilst we should always refer to a clear evidence base for decision making purposes, it should also be recognised that much of that evidence is in the lived experience of both professionals and patients.
We have become much more comfortable with the inclusion of patient experience metrics over recent years. Similarly the well facilitated sharing of experiential stories from the perspectives of a range of professionals across a variety of organisations provides a rich seam of data which should not be disregarded in the design of solutions. Our approach gives a framework for the exploration of this real-world knowledge which can help to derive the key learning in a rational and unbiased way drawing on ground theory approaches
